To ensure complete information is recorded, National Records of Scotland (NRS) set up a manual coding service where trained coding operatives visually inspect census questionnaires and make a decision on the most accurate code to assign.
Alistair Sloan from Inksters Solicitors was of the view that the code of practice is aspirational, noting that the SIC has “very limited powers in respect of that code”.

The EHRC has not indicated that it has changed its position and the draft code of practice remains with the United Kingdom Government for consideration.
