These stem from Part 1 of the Natural Environment (Scotland) Act 2026 and from the Scottish Government’s improvement plan relating to local authorities’ climate change duties under the Climate Change (Scotland) Act 2009 which the Committee considered earlier in the session.
Many businesses in my constituency in the Scottish Borders have raised that issue with me, and I would be surprised if other members in the room were not aware of the significant issue that exists nationwide, from the Highlands to the lowlands.
MATHLR is not compatible with climate and biodiversity targets. The overly generous MATHLR currently allocates too much land for housing, and this undermines biodiversity and climate targets.
Another transition challenge is that some sectors are affected more than others – the Scottish oil and gas sector especially, although as the CCC notes, this has already been declining and will continue to decline irrespective of climate policy.
The Scottish Government will publish its 2024/25 budget and multi-year spending plans in December, this will provide more information on its capital spending plans.
