Rule 2 – Verifiable Expenditure (1) The SPCB may, on an application for the purpose made to it by a member in accordance with this Scheme, make payments to that member by way of allowances for the reimbursement of expenses incurred by that member. I am now walking in a landscape that I do not know, but I would suggest that we add the question of consultation to the list of strategic issues that we might wish to discuss at some future date. The Executive has codes of accepted practice that determine when and how it consults, but that is not the same as statutory consultation.
