We then have to go back to the drawing board to work out how we direct resources to where we will achieve the best outcomes. The challenge for us, working in the public service, is that we have a duty and responsibility to try to achieve what is best for citizens.

The [Scottish] Route Map commitment of “working with stakeholders on how best to deliver this type of support under the new framework” is aligned to this phased approach but on an extended timeline linked to future policy development and commitments.
The people who win the tender are those who write the best submissions and do the best interviews; they are not necessarily the people who deliver the best services.
There are likely to be times when local authorities are best placed to deliver a particular support but, on equity grounds, the Government will want to have input into who is targeted and what the eligibility criteria are.
Is that part of the issue? How can we best help people to understand what they are entitled to, and make sure that the process is streamlined and efficient and that people are not being disappointed at what is already a very stressful time?
