A general trend of taking items in private has developed over time. Although you say that it has been the general practice of the committee to take such items in private, it is not presumed that they should be taken in private.
We should perhaps consider whether school transport in modern times is a wider issue. The situation has changed so considerably since the first pieces of legislation in the area were put together that we should take a wider look at the matter.
