Under that specific responsibility of the Commission, there should be a stronger organisation of early consultation of stakeholders, which includes substate Governments as well as civil society actors.Jack McConnell, when he came to Brussels in March, and the COSLA and Scottish Executive submission mentioned a code of consultation.
