It will allow a local authority to assess the overall situation and take effective action, if it is needed, to ensure that a landlord changes practices and if necessary is removed from letting.Section 155 will allow ministers to reinforce those arrangements, if that is necessary, by making a letting code and requiring local authorities to take breaches of the code into account when deciding whether a landlord should be registered.

A local authority could also introduce a strict code of practice in its area, restricting when fireworks could be sold and making it clear that anyone applying for a licence would be expected to abide by that code.
