Part I of the code of practice states:"The approach to release of information should in all cases be based on the assumption that information should be released except where disclosure would not be in the public interest, as specified in Part II of the Code."

A good example of that is the prevention of environmental pollution from agricultural activities—PEPFAA—code. The agriculture and environment working group that produced the "Custodians of Change" report was given quite a substantial amount of evidence that there is a low uptake of the PEPFAA code— But the code is voluntary.
