To follow on from Mr Gibson’s line of questioning, is there any guidance within the act or the statutory instruments on whether, when community groups—in this case, a housing association, to be fair—take on such an asset, the asset should come with a dowry, because there will be a significant financial saving to a public body or a local authority, as well as a cash receipt? There is nothing specific in the guidance about that.
