Others felt that, whilst language was an important component, wider cultural change was also required, with HUB for SUCCESS suggesting that "a superficial approach - in which policies change but behaviours do not - will fail to deliver the meaningful shift in awareness and support that care experienced people deserve."
For instance, framing emotional expression and help-seeking as a show of strength and bravery may reduce stigma and contribute to positive help-seeking behaviours among men9Vickery, A. (2022).

What are the capabilities and skills necessary for civil servants to support effective decision making, and in what ways could these be developed further?

Those additional criteria are in addition to the existing statutory exclusions set out in section 3C(6) and excludes individuals who have served a sentence for an offence aggravated under section 1(1)(a) of the Abusive Behaviour and Sexual Harm (Scotland) Act 2016, or who have served a sentence of imprisonment or detention for an offence under section 1(1) ...
On the other hand, someone could specialise in being an ASL teacher, but we would not necessarily expect them to be an expert in behaviour. The training needs to match what we expect teachers to do.
