With regard to what we can do in Scotland to change behaviours, I can do no more than list again the range of activities that I listed in response to Patrick Harvie’s question.
(S3O-1099) The Scottish Government will develop in the next 12 months a new strategy on behaviour in schools, including guidance on promoting positive behaviour and dealing with more serious indiscipline.
Obviously, that information would be held privately, and it would help to identify concerning patterns of behaviour. We are suggesting that because of the evidence that was submitted to the abuse inquiry.
The Scottish child abuse inquiry is closed to many due to its remit, which was set by Scottish Government ministers and which they have consistently refused to broaden. Locked out are young footballers such as Peter Haynes and Stuart McMillan, who were targeted by paedophiles.
There is at least some possibility that those elements will strengthen, although the political mood music around IGR seems to be moving around a bit—I would not quite call it a political football; I am struggling to think of a metaphor for something that seemed to be going in one direction and then shifted around a bit.
