I do not know how we can take literally the suggestion that things must be done simultaneously at Westminster and here—that the Secretary of State for Scotland and the First Minister must co-ordinate and dovetail. I am content with that, but if that is the case, why is not the Executive putting all the money into the local authorities' hands and allowing them to decide to what extent they want national bodies to represent them and co-ordinate the work? Under that approach, the local authorities would fund the national bodies.

We have appointed 600 active schools co-ordinators and we are providing free fruit and drinking water in primary schools.We are also taking our children's oral health action plan into communities through supervised tooth-brushing initiatives and the provision of oral health packs in nurseries and primary schools.
