We all agree that the committee's inquiry shows clearly that the code of practice is not working. I am a bit disappointed that the minister did not respond—although it was not an action point for him—to the committee's conclusion that the code of practice should be extended to the whole supply chain and that we should have an independent regulator, because the voluntary code is simply not effective.I note that agricultural co-operatives are regarded as a sensible way forward and that we must create conditions for them to develop.

My problem was that I had fallen foul of a change to the ministerial code that referred to any "apparent" conflict of interests.
