I am surprised by the Government's response, which states:"You asked what guidelines are available to local authorities on the precautionary principle and which reiterate that no anomaly exists between school and pre-school children."The letter is important, because it suggests that the Government believes that there was no anomaly in the first place and that pre-school children in a designated area, such as a play area or a play school, are protected under the precautionary principle.
