The Council of Mortgage Lenders pointed out to the Social Inclusion, Housing and Voluntary Sector Committee that in Scotland, lenders comply with the mortgage code, which is monitored by the independent Mortgage Code Compliance Board.

There has previously been enforcement action, and a petition on the matter was considered by the Transport and the Environment Committee. The Scottish Executive code of practice on odour was produced as a result of that lobbying.
