That procedure is recognised in the draft code of practice on ministerial appointments to public bodies in Scotland, which is due to come into force in April.The draft code also proposes that the existing 10-year limit on the tenure of appointments should be removed.

The issue is about the interaction between agencies.Section 45 is on the code of practice. We have said over the years that codes of practice and regulations are where the meat is in legislation.
