We cannot condemn Scotland’s farmers to another decade of unfairly low CAP receipts. As I have said many times, Scotland has the fourth-lowest payments per hectare in pillar 1 and the lowest in Europe in pillar 2.

To ask the Scottish Executive whether the First Minister has made any referrals to the independent advisers on the ministerial code. No referrals have yet been made to the independent advisers on the ministerial code.
Interestingly, if the duty to report was extended, it would transform what is coming through the voluntary code into a more robust reporting mechanism.
To ask the Scottish Executive what information it has on how many people are in receipt of the state pension. The Scottish Government has no functions in relation to administration of the state pension, and therefore does not hold such information.
However, from last year’s report, I recall the judgment made by Caroline Gardner, particularly in respect of Ferguson Marine, that it was unlikely to deliver value for money. I am also in receipt of an invitation from the Rural Economy and Connectivity Committee to progress further work in that area in the round.
