The Member in Charge explains in the DPM that the reasons for taking the power are to strengthen a culture of responsible dog acquisition and ownership in Scotland and achieve behavioural change, without placing formal legal obligations on the parties involved.
If a young person has a sense of abandonment—for example, if they are looked after or accommodated—that can be a prime motivator for them to engage in harmful behaviours such as drug use, self harm, violence or an eating disorder.
The extent to which people are likely to become homeless will depend on tenant and landlord behaviours. That is why we are doing all that we can to help landlords and tenants respond in a way that minimises impacts on homelessness.
Building on the convener’s question, how do you think that those positive responses and behaviours can best be maintained? How can we, in the Parliament and the Scottish Government, best support and encourage individual behaviour change?
