We argue strongly that the bill should contain a clear requirement on the new body to take account not only of the codes but to take action where employers do not adhere to their code of practice.
It was the unanimous view of the committee that greater consistency in practice and behaviour among people who provide land-agency services—whether they act on behalf of landlords or agents, and irrespective of whether or not they hold membership of the RICS—is desirable; that the code must have teeth; and that the Scottish Government should monitor development of the code to ensure that it is fit for purpose.
As there are no further questions, I ask members what action they want to take on the petition. I would like to be in receipt of the additional information that we sought during the evidence session before we take a view.
However, the £40 million makes sense to us, because that is what we are expecting in terms of receipts, and we also believe it to be a realistic estimate of this year’s costs.
