The Chancellor’s fiscal rule that the UK Budget is to be in surplus in 2029-30 is forecast to be met by a margin of 0.6% of GDP (£22 billion), compared to a margin of 0.3% of GDP (£10 billion) in March 2025. The OBR suggests that the probability of meeting this rule has therefore risen from 54% in March to 59%.
