That being more widespread presupposes that local authorities will have sufficient budgets, because somebody has to fund those phone boxes. I am a bit worried that local authorities, which would be the obvious bodies to do that, might find that there is so much pressure on their budgets as a result of successive settlements from the Parliament that they can...
