The act is fairly straightforward, but it leaves an enormous amount of detail to the code, so the Executive agreed to consult on a draft code, which was then amended considerably after consultation.However, an interesting point is that the Parliament could not amend the code at the final stage other than by rejecting the whole caboodle— Was the Parliament unable to debate the final version of the code?
