For Article 10, this would include inserting more specific areas and issues which any amendments made to Annexes II and III of 853/2004 (on the specific requirements for food of animal origin) may prescribe (e.g. providing specific hygiene requirements for premises; the rules for transport of meat whilst it is warm).
Section 1(4)(c) provides that the Scottish ministers may, by regulations “make provision for or in connection with the amount that may be imposed as a penalty charge under subsection (2) (which may include provision for discounts and surcharges).”
