Of course we recognise that the Met Office, as a trading fund, has a responsibility to provide an efficient, value-for-money service to the UK and that the final decision rests with the UK Government, but that does not prevent the Scottish Executive from making representations to UK ministers.

But if SEPA is the board, and if you disband that board, who would make the decisions on who would be on the new board? SEPA is a publicly funded body so, in the first place, guidance would have to come from the Scottish Executive.
