Standing Order Rule changes on the financial scrutiny of bills - Annexe B: Responses to Consultation On Proposed Rule Changes

As part of its review, it highlighted the fact that Financial Memoranda (FMs) are expressed in terms of costs and the rules on Financial Resolutions refer to increases in expenditure or increases in any charge or any payment to be made to the Scottish Consolidated Fund. Currently the rules on the financial implications of bills do not take into account the changes to the Parliament's legislative competence in the Scotland Act 2012 and Scotland Act 2016 in relation to revenue from devolved taxation.

To ask the Scottish Government how many people it estimates are currently employed in renewable energy supply chains in Scotland. Work by the Fraser of Allander Institute in 2023 estimated that in 2021 Scotland’s renewable energy industry and supply chain supported over 42,000 full time equivalent (FTE) jobs across the Scottish economy.Of these, around 16,800 FTE jobs were associated with the supply chains of renewable energy companies.
