Revised Explanatory Notes Climate Change (Emissions Reduction Targets) (Scotland) Bill

New section 35(1) imposes a duty on the Scottish Ministers to lay a climate change plan before the Scottish Parliament, in the case of the first plan, within a period of five years beginning with the day on which this section comes into force.
