I associate my party with the remarks that the First Minister has made about the art awards.In order to reassure the public that there has been no breach of the Scottish ministerial code, will the First Minister today fully disclose to Parliament his knowledge of irregularities in his local Labour party?

First, we should ask the Executive to explain the legal basis of regulation 24, given that it provides for a code of practice that has legislative effect, and given the restriction of the enabling power by paragraph 1(c) of schedule 2 to the European Communities Act 1972—section 2(2) of which is the enabling power.

The commission has now responded to the committee and has said that the complaint raised by the petitioners"did not raise a breach of the Code of Conduct."The Executive has indicated that a UK-wide approach to this issue would be the most effective and that it would not make sense to take action in Scotland until other work has been completed.

All the major fish-farming businesses are Norwegian-based, and they are all signed up to the code of good practice. The businesses that are not signed up to the code are the very small Scottish-owned businesses that get their smolts from Scottish sources.

To ask the Scottish Executive what percentage of councillors in each local authority have been reported to the Standards Commission for Scotland since 2002. The Councillors’ Code of Conduct came into force on 1 May 2003 and it is from that date the Standards Commission for Scotland and the Chief Investigating Officer began to carry out their statutory functions of investigating complaints submitted and holding hearings on alleged breaches of the Councillors’ Code of Conduct.
