If we go down that route, producing a short bill and detailed code will be even more difficult. I do not want to disagree, but the purpose of having a short bill with a code is that it would be easy to amend the code if it was inadequate or required modification.

There has previously been enforcement action, and a petition on the matter was considered by the Transport and the Environment Committee. The Scottish Executive code of practice on odour was produced as a result of that lobbying.
