The situation is different, because the water industry here and south of the border works through a co-ordinated approach from three regulators, all of whom have a clear mandate.
A one-stop approach would allow the resources to be spent in a co-ordinated and cost effective way. This may seem like a blindingly obvious question, but why is that not happening?
They are keen to do that, but pointed out the fear that they and the tourism industry have of a lack of co-ordination among public agencies—among local enterprise companies, councils and so on.

Scotland already has a traffic controller and there are moves towards trying to co-ordinate everything that is happening. Co-ordination and managing congestion are more important than raising revenue.
