The Committee considered previous breaches of the Code of Conduct of a similar nature and agreed that the sanctions against Annie Wells should mirror the sanctions given for those breaches.

The re-laid instrument has the same title as the withdrawn instrument. On 28 January 2026, a draft code of conduct was provided to the Committee by correspondence.

Conclusion
The Committee concluded that the breach of the Code of Conduct in this instance was sufficiently serious to merit the recommendation of a sanction.

The Committee also agrees with the Commissioner's conclusions—
That the conduct set out in the first part of the complaint was a breach of the Code of Conduct and the Members Interest Act 2006; and
That the conduct set out in the second part of the complaint was not a breach of the Code or the Act.
