If it is for something that will be an on-going cost to local government, the preference would obviously be to have that baselined.On the capital budget, EU funding can often give a real boost to the level of capital spending that councils can achieve; not only that, but there is income from capital receipts. As councils seek to shrink their overall buildings and footprint to save on running costs, in some cases buildings can be sold to generate capital receipts, which can help to fund further investment in the capital programme.
