Option 1 is that we do nothing and revert to pre-2000 arrangements, with no Statistics Commission and no statutory code. That would fail to meet any of the objectives of a statistics service.

Patients with those codes do not have waiting time guarantees, but by the end of 2007 the use of those codes will be abolished and patients will be brought into the guarantee system with new rules on how periods of unavailability will be treated.
