Do members also agree to report that the regulations could be clearer as to the circumstances in which the pre-notification requirement has been satisfied and therefore when the duty to provide information arises?
As I said, I hope that we get that clarity in the pre-budget report. If clarity is not provided in the pre-budget report, I presume that the Scottish Parliament will still be asked to vote on the budget.

The forms set out in the Schedules do not even rise to the standard of ‘box-ticking,’ in that all the relevant text is pre-completed, with only names, addresses, signatures and the name of the illness to be added.
