The financial challenge across NHS Scotland in 2023-24 is significant, driven by pressures including inflation, supplementary staffing due to sickness absence and vacancies and increased cost and volume of prescribing.
Witnesses and respondents were generally content with the list of specified public bodies in section 10 required to have "due regard" to the guidance, but highlighted what were considered omissions, including—
Consumer Scotland;
Crofting Commission;
Forestry and Land Scotland;
Housing associations and registered social landlords;
Marine Scotland;
Office of the Scottish Charity Regulator;
Public sector pension funds;
Scottish Housing Regulator;
Scottish Prison Service;
Social Security Scotland; and
Transport Scotland.
That is perhaps nowhere better exemplified than in Scotland’s special relationship with Malawi, where our development first began in 2005 with a fund of £3 million.
