Scottish Engineering's Engineering Skills Gap Analysis for Scotland: The Parliament debated S6M-16148 in the name of Alex Rowley — That the Parliament notes the publication of Scottish Engineering’s report, Engineering Skills Gaps Analysis for Scotland; is concerned by the findings of the report, the production of which aims to allow industry and government to work in partnership to maximise the opportunities for Scotland's economy, and its society as a result; notes that the results in the report are derived from the output of a survey of 70 engineering companies based on their operations in Scotland; is concerned with the findings of the report that skills pipeline gaps for existing industry are “an immediately stark situation” with “no allowance for the additional demands” of offshore wind, grid infrastructure investment, decarbonising heat energy or green hydrogen production; notes the view from the survey that “unless there is a rapid change in the required skills investment there is a considerable risk of damage to incumbent industry [and a] risk to inward investors of failure to reach the skilled staffing levels they require, with negative impact on their projects, and reputational risk to Scotland’s ability to accommodate such opportunity”; further notes the view that the Scottish and UK governments must encourage the next generation of skilled workers and make the funding and resources needed available to provide the apprenticeships of today for the jobs of tomorrow, and notes the calls in the Mid Scotland and Fife region and across the country for the Scottish Government to take action to foster a new partnership between schools, colleges, universities and industry to ensure that young people are aware and able to take advantage of the opportunities available in Scotland’s industrial sector, and that the future of Scottish industry is secured for the benefit of people across Scotland. 4.

Powering Futures - Putting Young People at the Heart of the Energy Transition: The Parliament debated S6M-14602 in the name of Michael Matheson— That the Parliament recognises what it sees as the important work of Powering Futures, which, it understands, has put young people at the heart of the energy transition, giving them the knowledge, skills and experience of real-life scenarios so that they are equipped to respond to the energy transition; notes that Powering Futures connects business and education to empower young people across Scotland, including in the Falkirk West constituency, to respond to the challenges of an energy transition; understands that, since Powering Futures launched in 2020, it has engaged with over 3,000 young people across Scotland and 150 businesses; notes that 45 schools across Scotland are currently participating in Powering Future’s education programme, with a further 100 schools registered to participate in 2024, and believes that Powering Futures is doing important work to connect different sectors with schools and young people through the SCQF Level 6 accredited programme, which results in young people gaining a SCQF Level 6 qualification.

S6M-02299: Fergus Ewing: Scotland’s Fair Share, the Potential of Solar Energy in Scotland - That the Parliament welcomes Solar Energy Scotland’s policy agenda, Scotland’s fair share: Solar’s role in achieving net zero in Scotland, published in the run-up to COP26, which sets out the potential for solar energy to play a much greater role in Scotland’s low-carbon energy mix; understands that Scotland has levels of solar irradiation that can be effectively captured and that, compared to other nearby countries on the same latitude, such as Denmark, Scotland is behind in equivalent levels of solar technology deployment; considers that a number of policy matters within the control of the Scottish Government, including permitted development rights and business rates, could help the sector grow significantly; recognises what it sees as the ability of solar energy systems to work as a good companion to wind to make more effective, efficient use of the electricity grid and storage network; considers that, due to reported projections for solar to be the UK’s cheapest form of energy this decade, and to have the unique capability to be deployed at all scales, solar is vital to supporting an affordable energy mix, and a just transition, and notes the calls on the Scottish Government to urgently assess the potential for a 2030 solar deployment target of a minimum of 4GW, and accompanying policy changes to embrace and enable this low-cost mature technology, to help tackle the climate emergency and provide investment and jobs in communities up and down the country, including in the Inverness and Nairn constituency.
