To ask the Scottish Executive what its reasons are for upholding an appeal by Odom and Kinmount Estates against the decision by Dumfries and Galloway Council to reject an outline planning application for the development of land for residential use and the formation of access at Ryehill Road, Powfoot.

His response is as follows:The work on the ScottishEnergy Rating Tool is currently in progress. Development work has not yetreached a stage where an independent assessment would prove to be useful.Consequently no assessment has been carried out.
This local information, which includes data on availableproperties and sites for development, along with relevant data such as recent joblosses and levels of public sector employment, will be used in future location reviews.
