Although this is a reserved matter, the Scottish Executive is working closely with DTI and the industry regulator, Ofgem, on the development of new electricity trading arrangements for Scotland from 2004.
It requires local Alcohol Action Teams to assess needs in their areas and produce strategies to address these by April 2003. The Executive is currently developing a framework for support and treatment services to act as a guide for local strategies.
The intention is that care at home services will be regulated by the Scottish Commission for the Regulation of Care from next year; and inspected against regulations and the National Care Standards developed and published by the Scottish ministers.Health and safety is a reserved matter.

The draft Designation Order and the draft Elections Order were laid before Parliament on 26 February. The Rural Development Committee formally considered the draft Orders on 26 March when they agreed the motions to approve the Orders.

The Scottish Executive has no plans to publish submissions received as part of the development process of the draft guidance on the circumstances in which parents may choose to educate their children at home.
