However, if it were not there, would it be possible for its functions to be given to appropriate, pre-existing Scottish bodies? In other words, do those bodies exist?

Why has housing land supply not kept up with demand? Pre-recession, we built very similar numbers per capita as England, but since 2012 that figure has split: England is back to almost pre-recession levels, but Scotland is at only about 68 per cent of where we were before the recession.
For that reason, I cannot support the amendments. Because pre-12 harmful behaviours are no longer considered, they are in a sense no longer protected under the Rehabilitation of Offenders Act 1974.
