As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged.

What matters is the opinion of the minister. It is worth bearing it in mind—we may come on to this later—that we are talking not about just one minister but about a lot of ministers who may have differing views as to what is or is not appropriate.
It is important that we put that on the record and call for it to continue. We may be at the start of a new year, but this is not a new challenge or a new debate.
