However, the committee has had occasion in the past to suggest some sort of procedure for codes of practice and guidance. The Gaelic Language (Scotland) Bill is an example of when we tried to ensure that a code was laid before the Parliament for some sort of scrutiny.

I supported this investigation and I note the new evidence.Our remit was to consider whether there was evidence of a breach of any code by an MSP. I believe, from the information before us, that there is no evidence of a breach of any code by any MSP, including Jack McConnell.

The code provides delegated authority to departments and agencies to apply sanctions as result of disciplinary proceedings as they deem appropriate.The Scottish Executive has no set tariff of penalties for particular offences and each case is dealt with on its own merits.
