A number of concerns were raised about Part 1 of the Bill. In particular:

Other stakeholders, such as Scottish Environment LINK, were comfortable with the wording in the Bill. Forestry and Land Scotland (FLS) commented that "it is not helpful to define 'public interest' too tightly, but it is nonetheless important to have 'public interest' in the bill".
Climate Change (Emissions Reduction Targets) (Scotland) Bill: Stage 1 Item 3 is evidence on the new Climate Change (Emissions Reduction Targets) (Scotland) Bill, which was introduced on 5 September.
I do apologise for this has turned into a rather lengthy response, but that is perhaps down to the complexity of the proposals, and the need to get this right for the people of Scotland. I would be happy to take any further questions or queries.
The Scottish Government has the ability and right to make decisions on Scotland’s railway, but that will be eroded slightly by what is coming through here.

The STA supports the Bill’s definition of a “chargeable transaction” and UKHospitality Scotland confirmed that “there is logic in applying the levy first to accommodation.
