Scottish Elections (Reform) Bill 23 Part 5—Final provisions 33 Publishing of proposals affecting Scottish Parliament constituencies In the opening words of paragraph 7(2) of schedule 1 of the Scotland Act 1998, for “at least one newspaper circulating in the constituency” substitute “such manner as it thinks fit”. 5 ART 5 P FINAL PROVISIONS 34 Ancillary provision (1) The Scottish Ministers may by regulations make any incidental, supplementary, consequential, transitional, transitory or saving provision they consider appropriate for 10 the purposes of, in connection with or for giving full effect to this Act. (2) Regulations under subsection (1) may— (a) modify any enactment (including this Act), (b) make different provision for different purposes. (3) Regulations under subsection (1)— 15 (a) are subject to the affirmative procedure if they add to, replace or omit any part of the text of an Act, (b) otherwise, are subject to the negative procedure. 35 Commencement (1) This section and sections 34 and 36 come into force on the day after Royal Assent. 20 (2) The other provisions of this Act come into force on such day as the Scottish Ministers may by regulations appoint.
