On the issue of how we encourage best behaviour, if we create a framework that can be accessed only through best practice and compliance, that would be a good way to drive behaviour and address the other areas that I have touched on, which are guidance and modelling.

Our low carbon aspirations are currently focussed on technology change and voluntary behaviour change. The former is illustrated by our promotion of low carbon vehicles and intelligent transport systems; the latter by our investment in public transport and active travel.

To ask the Scottish Executive how many local authority tenants who have breached their antisocial behaviour order have had court proceedings taken against them, this year and in each of the last five years, broken down by local authority area.
The first, the Workforce Development Strategic Group is looking at the culture, behaviour and language of the workforce and the second, the HR Working Group, is looking at the technical complexities of bringing a workforce together.

However, for sexual offenders outwith their licence period, other measures such as sexual offences prevention orders are available to help manage offender behaviour as they return to the community.
