I am not sure whether Jackie Baillie did this deliberately or just does not understand the figures in our paper, but when she was quoting figures about Labour policy, she deliberately excluded the behaviour change element. However, when she quoted the figures about SNP policy, she included that element.

Am I right in saying that although we are not convinced that making the failure to recycle a criminal offence is the way to go, the petition raises quite interesting questions, and that it might be worth asking the Scottish Government for its views...

The figure shows why it is vital that the police and courts have an appropriate range of powers available to them to tackle offensive behaviour. The Offensive Behaviour at Football and Threatening Communications (Scotland) Bill, which I introduced earlier this year, will send a clear and powerful signal to football fans and the public more generally that such behaviour is simply unacceptable.
