I am principally a regulator but have a statutory duty that goes beyond that in terms of both promoting and enforcing 8 Scotland’s FOI regime . I see no opportunities for incorporation into other bodies and, indeed, such a move would be likely to be viewed internationally as a retrograde step for Scotland’s information rights regime, where an appeal to an independent oversight body such as an Information Commissioner, is viewed as a 9 model of international best practice .
