There probably has been a conflation in some of the reporting and in the media in relation to the use of body-worn video cameras in, for example, football settings and the challenges that officers face in gathering evidence and targeting sectarian behaviour.
Ken Maginnis has been subject to a serious sanction in the House of Lords on the grounds of his homophobic and bullying behaviour. I wonder whether you could reflect on that issue of the balance between acceptable and unacceptable behaviour versus free speech.
Do you feel that the size of the sample—I think it was 14,000 participants—is sufficient to demonstrate the effect of that behavioural change? And would you be able to predict the reaction of employers to that behaviour?

To ask the Scottish Government how many fixed penalty notices have been challenged by the recipient under section 131(3) of the Antisocial Behaviour etc. (Scotland) Act 2004 in each year since May 2007.
I do not believe that it is right to judge the actions of armed forces in combat in the same way that we assess what is acceptable behaviour for people in normal society.
I ask for concise questions and answers from now on. Minister, you mentioned behaviour change earlier. RPP2 recognises and discusses the importance of understanding and influencing behaviour.
