I am not against what you suggest and I acknowledge the limitations that we face with regard to changing the highway code, although I support the committee's earlier view that the code merits some attention in that respect.
Centrally collected information is available on the number of patients on the out-patient waiting list who held an availability status code on each census date, but this information does not indicate the date on which the code was applied.

The handbook sets out the standards of conduct required of Scottish Executive staff and these are consistent with both the Civil Service Code and the Civil Service Management Code.
Patients with those codes do not have waiting time guarantees, but by the end of 2007 the use of those codes will be abolished and patients will be brought into the guarantee system with new rules on how periods of unavailability will be treated.
