The concern about delays in getting things up and running and about the backlog, which others have touched on, is that if we do this sequentially, more time will be lost and greater delays will result, and therefore the backlog will be greater.

Section 22 of the Act allows Scottish Ministers to change, by secondary legislation, references made in Part 1 to dates . Specifically, the power allows Ministers to replace a reference to the day on which a provision comes into force with the actual date on which a provision came into force.
