I will begin with the ICAS submission, paragraph 5 of which states:“The lack of clarity on even provisional figures of tax rates or bands goes against the principle of certainty in taxes, potentially resulting in a phase of investment decision ‘blight’ in the run up to the introduction of the tax in 2015.”Is there any evidence that that is taking place? We looked at the behavioural response to rate changes across all taxes in the United Kingdom; I am sure that Her Majesty’s Revenue and Customs could provide that evidence.

That is not only a cheap argument; it appears to be designed to insult committee members rather than persuade them.
