Age of referral to children's hearings
Part 1 of the Bill changes the age of referral to a children's hearing from 16 years old to 18 years old and removes statutory barriers to 16- and 17-year-olds being referred to the Principal Reporter.
Alison Bavidge of the Scottish Association of Social Work described this balance between the rights of a child accused versus those harmed by them as "knotty".
